That distinction gives you a better buying test. Do not ask only whether villa movers carry insurance in Dubai. Ask what policy exists, who holds it, when it expires, and whether your community accepts its limit.
The wider numbers support a document-first approach. Dubai’s Roads and Transport Authority (RTA) counted 16,917 licensed commercial transport companies in 2025, up from 12,100 in 2024. Why the certificate is the mover’s responsibility, not yours
The mover’s public liability policy belongs to the moving business. Your resident documents prove occupancy. The mover’s company documents prove which legal business, staff, and vehicles enter controlled property.
Emaar Community Management asks tenants for an Ejari copy, Emirates ID, and passport with visa page for the MIP. Homeowners apply through registered credentials. without those tenant uploads. Emaar asks for applications at least 1 business day before the move.
Emaar’s separate contractor system makes the business side clearer. The Emaar Contractor Access Permit factsheet asks a company for its trade licence. Staff registration uses passport, visa, and Emirates ID copies. Vehicle registration uses the vehicle registration card. Emaar allows one business day for those approvals.
Do not treat a contractor permit as the same document as an MIP. Use the comparison for one reason:

What the certificate must show
A public liability certificate needs four readable facts: insured entity, coverage type, policy limit and validity period. Those fields let you compare insurance proof with the moving company trade licence and community requirement.
Minimum coverage amount
Use the amount stated by the live community operator for your property. Current public Emaar MIP pages reviewed on 10 August 2026 do not verify an AED 1,000,000 minimum. That prevents you from stating the figure as an Emaar-wide fact.
The AED number also needs the right label. Sukoon Insurance gives a useful UAE example. Its Home Umbrella product lists tenant liability up to AED 1,000,000 and occupiers liability at AED 3,000,000. Household removals equal 10% of contents value. Those are different covers. None proves a mover’s public liability limit.
Validity dates covering the move date
Check the policy start date and expiry date against the booked moving date. An old certificate proves past cover. It does not prove active cover for tomorrow’s villa move.
Date checks matter because access records also carry validity. Emaar’s contractor factsheet gives short-term contractor permits a 2-day validity. The same factsheet gives one business day for approvals and requires digital permits for contractor entry since 1 July 2021.

Match the insured company name to the mover’s trade licence. Then match the same legal name to the quotation and invoice. A brand name alone does not establish the insured entity.
You can verify a Dubai business through Invest in Dubai. The government service accepts a licence number, a Dubai Unified Licence number, an English business name or an Arabic business name.

Trade licence
Ask for the mover’s trade licence before you accept the quote. Check the legal name, licence number, expiry date and licensed activity against the business doing the work.
RTA treats commercial transport licensing as a regulated business process. Its trade-licence modification NOC remains valid for 90 days and carries a 3- to 15-working-day service time. Those figures concern RTA licensing administration, not your community MIP.
Truck Mulkiya and driver identification
‘Mulkiya’ means the vehicle registration card. Emaar’s contractor access system explicitly requests a vehicle registration card and staff identity records. Emaar then links approved staff and vehicles to a QR-coded digital permit.
The topical requirement that Nakheel ask for truck Mulkiya and driver identification needs live-portal confirmation before publication as an operator fact. Nakheel Online Services confirms the move-in/out service, but its public page does not expose that document checklist. Verify the requirement inside the property-specific service or with Nakheel before the move.
What happens when a mover cannot produce it?
Where third-party liability applies, damage to the villa itself during a move should be distinguished from loss or damage to household contents being transported.
A missing required document can stop the permit process. For Emaar, the verified end point is clear: no approved MIP means no community access. Emaar Community Management states that it denies access without the MIP.
Do not turn that rule into an unsupported insurance claim. Public Emaar pages do not prove that every missing AED 1,000,000 certificate automatically rejects every MIP. Where the live portal makes insurance mandatory, incomplete insurance evidence blocks a complete application.
The resident carries the practical disruption when gate access fails. Your booked truck cannot complete the controlled entry. Your crew time, handover timing, and building access window can then fall out of sequence.

That AED 1,000,000 tenant limit still does not become the mover’s AED 1,000,000 public liability certificate. The insured entity and policy section decide what the number means.
The UAE insurance market gives this distinction a scale. The Central Bank of the UAE reported AED 75.2 billion in gross written premiums for 2025, up 15.5%. Its 2024 statistical report counted 13.5 million property and liability policies, up 3.7%. Dubai represented 59.6% of UAE gross written premiums in that report.
Those market figures do not prove that your mover has cover. The certificate remains the purchase evidence.

Emaar’s MIP registration system routes applicants by user type and community. The public form currently identifies homeowner, tenant, and holiday-home routes and asks applicants to keep the relevant supporting documents ready.
For contractor access, ECM Permits handles digital permits. Emaar records a one-business-day approval allowance and contractor digital-entry controls dating from 1 July 2021.
For Nakheel-managed property, Nakheel Online Services is the current official starting point for the Move in/out service. Check the live document list because the publicly indexed service does not expose every requirement.
